Phase 1 · Expansion Diagnostic
Turn a Panama opportunity into an evidence-based entry decision.
A focused, founder-led engagement for companies, institutional and family-office investors, and advisers evaluating a Panama market-entry, operating or expansion decision.
Five decision stages. Applied with different emphasis across three sequential engagements. Commitment increases only when management approves the next gate.
Gates create commitment discipline; they do not make assumptions irreversible.
Phase 2 begins only if the case is approved to proceed. No later phase is assumed or automatically commissioned.
The TPE Lens™ is the corporate application of the five-stage TPE Method™—one evidence-led discipline adapted to the institutional decision context.

What the diagnostic tests
Decision quality before delivery activity.
Opportunity verification
What the originating signal genuinely supports, including relevant counterparty, customer, channel and positioning evidence.
Strategic fit
Whether Panama supports the mandate, commercial logic and intended operating role.
Critical assumptions
Which facts are confirmed, which remain assumptions and which could change the decision.
Economics and resources
The capital, operating cost, people, systems and specialist support the case requires.
Constraints and dependencies
The legal, tax, regulatory, banking, workforce and execution conditions controlling viability.
Readiness and next decision
What must be resolved before the decision can advance into strategy design or execution.
Evidence-to-Decision Gate
From mandate to an evidence-based recommendation.
The Diagnostic produces an evidence-based recommendation. Client management decides whether to Proceed, Revise, Defer or Stop.
Fig. P1.01 · Evidence-to-Decision GatePhase 1 converts a defined mandate into an evidence-based recommendation; client management retains the decision.
How the engagement works
A defined process, scoped to the decision.
Initial fit discussion
Clarify the decision, current position, intended outcome and whether the Diagnostic is the appropriate starting point.
Focused intake
Provide the mandate, known facts, assumptions, constraints, target timing and relevant existing analysis. Sensitive material is requested only when necessary.
Founder-led assessment
TPE tests the opportunity signal, strategic case, economics, dependencies and readiness, using decision-specific local verification where relevant and identifying where independent professional confirmation is required.
Decision review
Review the Action Brief, recommendation, unresolved evidence requirements and the next management decision before further work is authorized.
Typically 2–4 weeks, depending on the decision scope, verification required, evidence access and any specialist input. Final timing is confirmed after the initial fit discussion.
The scope, fee, included review and any third-party requirements are agreed in writing before the engagement begins.
Phase 2 converts the approved decision into a Strategy & Operating Blueprint. No later phase is assumed or automatically commissioned.
What you receive
A concise, decision-grade Action Brief.
The Opportunity Verification Record forms part of the Action Brief where the engagement includes local opportunity verification. It is not a separate deliverable.
Entry position
A clear view of whether the Panama case is credible and how the decision should advance.
Verification record
The signal tested, relevant counterparties and market observations, assumptions supported or challenged, and unresolved questions that still require evidence.
Risks and dependencies
The material risks, constraints and connected decisions capable of changing the case or its sequence.
Confirmation map
The legal, tax, regulatory and other matters requiring confirmation by appropriately qualified professionals.
Decision recommendation
A documented recommendation to Proceed, Revise, Defer or Stop, with the supporting rationale.
Priority next actions
The immediate actions, owners, evidence requirements and next decision gate.
TPE provides independent strategy, decision support, commercial verification and coordination. It does not provide formal legal, financial, sanctions or forensic due diligence. Legal, tax, regulatory and other licensed conclusions remain subject to confirmation by the appropriately qualified professional.
