Phase 2 · Strategy & Operating Blueprint
Turn a validated Panama decision into an implementable operating design.
A founder-led engagement that converts the approved case into one connected blueprint across governance, finance, legal, people, commercial, technology and operational workstreams.
Five decision stages. Applied with different emphasis across three sequential engagements. Commitment increases only when management approves the next gate.
Gates create commitment discipline; they do not make assumptions irreversible.
The TPE Lens™ is the corporate application of the five-stage TPE Method™—one evidence-led discipline adapted to the institutional decision context.

Engagement scope
Build the platform before delivery begins.
Target operating model
Define the mandate, structure, capabilities, decision rights and operating boundaries of the Panama platform.
Integrated workstream design
Connect governance, finance, legal, workforce, commercial, technology and operational requirements.
Ownership and specialists
Assign accountable owners and identify where licensed or technical professionals must confirm the design.
Implementation sequence
Map dependencies, critical-path decisions, approval gates and the order in which commitments should be made.
Budget and readiness
Establish cost ranges, resources, controls, evidence requirements and the conditions for mobilization.
Operating architecture
Connect the enterprise across workstreams.
Representative operating-model workstreams shape and validate the blueprint; they do not replace the four Lens management domains.
Representative operating-model workstreams
The Blueprint connects the validated case and individual specialist workstreams into one controlled design for management approval.

Engagement output
A decision-ready Strategy & Operating Blueprint.
Operating architecture
The target model, workstreams, structural choices and key assumptions.
Decision and ownership map
Named decision owners, specialist roles, approval authorities and escalation paths.
Sequenced roadmap
Dependencies, milestones, critical path, decision gates and implementation priorities.
Mobilization requirements
Budget ranges, resources, professional confirmations and evidence required to begin execution.
Typically 4–8 weeks, depending on scope, complexity and the availability of required information and specialist input.
A validated case, confirmed mandate or equivalent approved decision basis. Phase 1 may be completed by TPE or evidenced through existing client work. TPE confirms that the available inputs are sufficient; targeted diagnostic work may be required where evidence is incomplete.
Decision sponsors, relevant facts and prior analysis, access to accountable workstream owners, known constraints and timely review of design choices.
Scope, deliverables, review cadence, fee and third-party requirements are agreed in writing before work begins. Material scope changes are documented.
TPE provides independent strategy, project leadership, decision support and coordination. Licensed legal, tax, regulatory, investment and other professional conclusions remain the responsibility of the appropriately qualified professional.
