Phase 1 · Expansion Diagnostic

Validate the Panama case before execution begins.

A focused, founder-led engagement for companies, investors, family offices and advisers evaluating a Panama market-entry, investment or expansion decision.

Phase 2 begins only if the case is approved to proceed. No later phase is assumed or automatically commissioned.

What the diagnostic tests

Decision quality before delivery activity.

Opportunity verification

What the originating signal genuinely supports, including relevant counterparty, customer, channel and positioning evidence.

Strategic fit

Whether Panama supports the mandate, commercial logic and intended operating role.

Critical assumptions

Which facts are confirmed, which remain assumptions and which could change the decision.

Economics and resources

The capital, operating cost, people, systems and specialist support the case requires.

Constraints and dependencies

The legal, tax, regulatory, banking, workforce and execution conditions controlling viability.

Readiness and next gate

What must be resolved before the decision can advance into strategy design or execution.

Decision architecture

From mandate to an evidence-based conclusion.

The Diagnostic converts evidence, assumptions and dependencies into one documented Proceed, Revise, Defer or Stop conclusion.

How the engagement works

A defined process, scoped to the decision.

Initial fit discussion

Clarify the decision, current position, intended outcome and whether the Diagnostic is the appropriate starting point.

Focused intake

Provide the mandate, known facts, assumptions, constraints, target timing and relevant existing analysis. Sensitive material is requested only when necessary.

Founder-led assessment

TPE tests the opportunity signal, strategic case, economics, dependencies and readiness, using decision-specific local verification where relevant and identifying where independent professional confirmation is required.

Decision review

Review the Action Brief, decision conclusion, unresolved evidence requirements and the next gate before further work is authorized.

Timing and scope

Typically 2–4 weeks, depending on the decision scope, verification required, evidence access and any specialist input. Final timing is confirmed after the initial fit discussion.

Commercial terms

The scope, fee, included review and any third-party requirements are agreed in writing before the engagement begins.

If the case proceeds

Phase 2 converts the approved decision into a Strategy & Operating Blueprint. No later phase is assumed or automatically commissioned.
